Unless system policy blocks you from executing batch scripts, you can just run Install.cmd from the zip download. The non-compiled installer and everything else contained by setup.exe is included in the zip download. The installer does not need to be compiled to run it. There is nothing that you can do with setup.exe that you can't do with AutoHotke圓2.exe, because setup.exe is just a compiled script. However, I realized that the system may simply be detecting the word "installer" in the file description or "setup" in the name. Even explorer.exe does these things (at the behest of the user). There can be fundamentally no difference between a user mode installer and an application which does these things. Many applications write to registry keys under HKEY_CURRENT_USER, such as whenever you change persistent settings in various applications. Applications create or copy files into directories that the user owns.
